Discussion
A round of thunderstorms is forecast to track over the area of concern late tonight into the early morning hours on Saturday. Previous rainfall from this afternoon helped moisten some topsoils across northern West Virginia to 70 - 90% RSM, but most soils still have enough infiltration capacity to initially mitigate efficient runoff. However, in localized urban or low-lying areas where training or heavier rainfall rates materialize, quick-response runoff, rises on small streams and creeks, and flash flooding remains possible. Although National Water Model signals are lacking in magnitude, generally 25 - 50% in southeastern Ohio, there has been some consistency from the rapid onset flooding increasing in probabilities that indicate isolated flash and small stream flooding as well as increasing probabilities into northern West Virginia farther out in the forecast period.
